Dear Nutsi,

First of all I would like thank you for your kind support in organizing the meeting with Minister and his Deputy. AFD team will be glad to attend the meeting on Wednesday 7^th of February at 11:00am in MoLHSA premises.

You will also find attached a draft policy matrix. The proposed pillars and objectives are based on the needs expressed by MoLHSA and Ministry of IDPs during the Donor Coordination Meeting on social welfare held in July 2017 and the discussions held between AFD and MOLHSA in September 2017.

The aim of the bilateral meeting on the 7^th will be to confirm that the identified needs and priorities are still relevant from MoLHSA’s perspective, and as the case may be adjust / amend them accordingly. We will be also able to discuss any question the Minister may have on  the contemplated program and modalities of implementation / cooperation with AFD.

As you will notice, we haven’t proposed any prior actions and trigger actions yet. We would like indeed to use the opportunity of the roundtable to be held on the 8^th of February (10:00am to 14:00 pm) with all concerned ministries (MoLHSA, MoF, Ministry of IDPs) and other stakeholders (WB, WHO, UNICEF, UNDP, UNHCR) to discuss the draft matrix and the appropriate targets and intermediary steps, taking into consideration the feedbacks from all the stakeholders. The roundtable shall also be the opportunity to start discussion on TA needs.

The roundtable will take place at Marriot Courtyard from 10 am to 2 pm.  I well noticed your participation to this discussion. We would like to invite also Ms. Marina Darakhvelidze to join the event and we would also welcome the participation of the Deputy Minister if  he is available as well as of all the relevant representatives from the MoLHSA. I would be very grateful if you could confirm me by Friday 2^nd February the persons who will attend the roundtable.
