Уважаемая Нана,

В продолжение обсуждения передаю для
Вашего рассмотрения короткую
презентацию проекта-предложения.

Предложение разработанно нами с
желанием поиска условий возобновления
инвестиционного проекта,
урегулирования судебного процесса и
реализации
проекта модернизации медицинских услуг
в отдаленных районах.

Пожалуйста, обратите внимание на
следующие особенности нашей
разработки:

  - выделения  неотложной помощи, наряду
с амбулаторной в самостоятельный
  сектор рынка медицинских услуг
  - формирование оплаты неотложных
услуг *per capita, *аналогично*
амбулаторной
  помощи, *в случае регистрации в     
медицинской организаций не менее
  200 000 чел.
  - создание реестра и статистических
данных амбулаторных и неотложных
  медицинских услуг ,
  - структурирование взаимодействия
сельских врачей и реферальных
   медицинских центров, организация  
целенаправленного      потока пациентов
  в специализированные медицинские
клиники и преемственность
амбулаторного
  лечения

Предполагаемый обьем инвестиций: 27 млн
лари,( не включая инвестиции,
проведенные до настоящего времени).

Проект дает возможность создания (как
минимум второй по величине)
медицинской организации,
предоставляющей услуги  амбулаторной и
ургентной
помощи по самым современным мировым
стандартам и создает условия
стабилизации и оптимизации бюджета.

In accordance with Your kind advice we have had a meeting with the
group
representing Boris Litovsky and have studied thoroughly their
plans.
We
have understood that their plans being prepared within the last
several
years are not actual for the current situation.

Nevertheless we hope that in spite of this You are intending to
continue
wth the reforms of the primary and emergency healthcare in the
regions.

We are expressing our readiness to take part in this process.

Taking into account our long-term experience on the Georgian
healthcare
market for almost 10 years, as well as our Israeli experience and
knowledge,  we consider it advisable and would like to propose to
You
our
vision of the organization of the regional primary and emergency
healthcare
network for You primary consideration and further discussions and
modifications.

The network scope may include at the first stage all the regional
primary
and emergency healthcare units owned by the state and operated by
it
for
today, servicing the population in the amount of about 300 000
people.
On the further stages the number of such
units in other districts may be seriously increased.

The project is aimed at the creation in those regions of the new
modern-standard primary and emergency healthcare units (ambulatory
for
5-6
rooms, emergency for 10 beds (with 2 UIC beds)  and basic
diagnostics
-
laboratory, roentgen and ultra-sound)) not exceeding 1 000 square
meters
each.

Grace to the modern Israeli technologies the above mentioned units
can
be
integrated with the village doctors or nurse units in the villages
from
one
side, and with the federal medical hospital centers from the other
side,
which enables the efficient and transparent coordination of the
supply
of
the medical services.

We are considering our participation in this project in the
different
possible forms:

- organization of the private network by the pull of several
foreign
investors,
or
- organization of the state-private joint venture in one of the
forms
of
the Government Private Partnership (GPP),
or
- our participation with technologies, management and organization
into
the
project of other private investors or a state-owned company.

In case you express interest to our cooperation we are ready to
make
for
you a personal presentation with all the thorough calculations
that
we
have
already prepared.

In case of the creation of such a project in one of the possible
forms
we'll be able to settle our legal processes in the optimal and
mutually
beneficial way.
