Looking forward to meet you in Tbilisi, I wanted to share with you some thoughts about the project and if you will have chance during this visit, lets discuss.
Issue is "Data Management of Hep C Elimination Project"-
Last period I am trying to look in more details and even the process goes very well, there are some systemic issues to be fixed.
This is my observation, that we are having kind of Fragmented and "Personality depended " activities.
From beginning of the project, we have no other choice to launch the project, but now we have such things-
- There are several software/databases with very poor linkage between each other and as a result, business process is significantly slowed;
- Each database is "Creator/Person Depended" and does not allow other (than "Creator") to make updates, there are no "Operators Manual" of mentioned databases;
- Issue, that database is problematic is known for all three (MoH, Gilead, CDC) partners and all is trying to fix this by issuing financial support to purchase soft/hardware or engaging new experts, who by their side requesting more and more budget to fix this problem, but without systemic approach even with new resources we will be occurring the same problems in Future;
- During meetings, workshops and other communications there is misunderstanding of levels of data management- "Data Base" is being mixed with "Data Management" and most attention being paid to "Software/IT" issues, while there are challenges in much higher- "Data Management" level.
As our example is to be used as example for other countries, what if we will think about creation of universal database (not for Georgia only,for Hep C (or other disease) elimination) which will be having all required properties (not like a standard "Office Softs", but lets say, VA have such databases) with ability of 1. Data Collection; 2. Data classification:
3. Data analyzing;
4. Data report.
With very clear and user friendly "Operator/Users Manual"
and which could be used by any country ?
As I sad this is just my first impressions after looking in details of data management of the project.
