Please be informed that Oversight Committee membership has been renewed on June 15^th. David Ananiashvili is not presented in OC since then. Oversight Committee members will nominate the candidate to be finally endorsed by CCM.

We will do our best to respect the deadline proposed by you and will keep you posted on CCM final decision.

Eurasian Harm Reduction Network (EHRN) has started implementation of the 3-year Regional Program “Harm Reduction Works – Fund It!” (Regional Program) funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) from 1^st April 2014. The Regional Program is implemented in six countries of Eastern Europe and Central Asia – Belarus, Georgia, Kazakhstan, Lithuania, Moldova and Tajikistan.

 

The goal is to strengthen advocacy by civil society, including people who use drugs, for sufficient, strategic and sustainable investments in harm reduction as HIV prevention in the region of Eastern Europe and Central Asia.

 

EHRN considers of critical importance to ensure support for the Regional Program from Country Coordinating Mechanisms (CCMs). Therefore, EHRN has presented to CCMs the concept of the Regional Program at the stage of its development. Further, organizations applying for the sub-recipient position within the Regional Program had to ensure the CCM approval of the submitted application. Consequently, the application approved by the Georgian CCM was received from the “Georgian Harm Reduction Network” and was selected as one of the sub-recipients within the Regional Program.

 

EHRN seeks to further ensure involvement of the CCMs into of the Regional Program and oversight of its implementation at regional and national levels through the governance structure – therefore the Oversight Committee includes 1 representative from each Program country CCM. Mr. David Ananiashvili was delegated to Oversight Committee of the Regional Program by Georgian CCM.

 

EHRN is grateful to Mr. David Ananiashvili for his work in Oversight Committee in 2014 -2016.

 

Acknowledging that CCMs might undergo changes in membership within a year EHRN would like to kindly request to:

-        confirm that Mr. David Ananiashvili will continue to represent Georgian CCM in the Oversight Committee of the Regional Program; or

-        delegate a new representative of the CCM of Georgia to the Oversight Committee of the Regional Program.

 

The following criteria apply for the delegated representative:

·        Experience in oversight; former or present member of Oversight Committee at national CCM;

·        CCM member for at least a year from July 15, 2016;

·        Working level of English and/or Russian languages; preferably Russian;

·        Willingness and interest to be involved in the Regional Program;

·        Willingness and possibility to report back from the Oversight Committee of the Regional Program to other members of the national CCM;

·        Possibility to travel to oversight visits to the countries of the Regional Program;

·        The person is not a member of EHRN;

 

More information about the role and functions of the Oversight Committee can be found in the Terms of Reference – attached in a separate file. The workplan of the Committee members will be developed and approved after the renewed membership of the Committee.

 

We would appreciate very much your reply by 15th of July, 2016. If the CCM is not able to make a decision regarding the representative to the Oversight Committee of the Regional Program by 15th of July, we would be grateful if you could inform us when to expect your decision. Please send the following information about the delegated representative: name, surname/ position within CCM/ sector represented/ organization represented and position within it/ email and phone number.
