First of all thank you very much for the comprehensive work and also for the detailed information. We understand your concern regarding hand over process and would like to assure you that the sustainability of the project is our commitment. All related costs that are not allocated at the present time in National TB Program from the next year will be taken in consideration.

Subject: Handover of MSF activities to National TB Program
Dear all,
We are sending the updated Excel document with one sheet added at the end, to explain the details of medical referrals supported by MSF during 1 year period (Apr 2017 – Mar 2018). After very thorough review of all referrals and cleaning of the data, the total sum for that same period has shown as slightly decreased number, which has been also corrected in the “summary” sheet of the document.
We are ready to provide clarifications, or additional information, as required.
All the best,

Subject: RE: Handover of MSF activities to National TB Program - requested documents
Dear Deputy Minister, dear Ia and Eka,
As discussed, we are sending the document that summarizes MSF financial support of certain activities related to the care of patients who are treated with new TB drugs (Bedaquiline or Delamanid) in Georgia in the frame of National TB Program.
As MSF TB projects will be downsizing in coming months, these activities need to be handed over to National TB Program, for sustainability purposes.
Current Excel document combines costs and suggested timelines for patients in Tbilisi and in Regions.
After our discussion last week you have requested some additional information which we are also providing here:
1. Quantity of drugs and medical material – please see this additional information in the corresponding sheets of the Excel document;
2. Number of nurses that received Delamanid incentives during the year – please see the details in the corresponding additional sheet of the same Excel document with the list of nurses and number of days per each month that they have been payed an incentive (for the period of one year: Apr 2017 – Mar 2018). Please note, that total amount for this period has been corrected on summary sheet as well, after some additional cleaning of accountancy entries.
3. SOP for transport reimbursement for patients – please see attached transport assistance guideline for DRTB patients, with its annexes.
4. Description and guideline for administrative tasks for administrative representative in National Center for Tuberculosis and Lung Diseases (NCTLD) – please see attached word document that describes the process of payments with the help of administrative representative at NCTLD.
5. Types of medical referrals (specialists or exams), and quantities payed for each type – as the entries in our accountancy tool do not distinguish different types of referrals, we need to go back to each individual payment paperwork to have details, and we will need more time for that. For this reason we are not able to have it today, but we will send it to you as soon as we have it done.
Please let us know if there are some parts unclear, or if you need any additional documents.
Sincerely,
Tinatin Kotrikadze
