გაცნობებთ, რომ მიმდინარე წლის 24 აპრილს ჯანმრთელობის მსოფლიო ორგანიზაციის მიერ შეიქმნა COVID-19 ვაქცინასთან წვდომის გლობალური თანამშრომლობა, რომელიც ხელს შეუწყობს სადიაგნოსტიკო და თერაპიული საშუალებების და ვაქცინების შემუშავების, წარმოების და თანაბარი  განაწილების  პროცესს. იმუნიზაციისა  და  ვაქცინების  გლობალური ალიანსი  (Gavi,  the  vaccine alliance), ეპიდემიებზე მზადყოფნის კოალიცია (CEPI, oalition for Epidemic Preparedness Innovations) და ჯანმრთელობის მსოფლიო ორგანიზაცია (WHO), სხვა ძირითად პარტნიორებთან, ქვეყნების წარმომადგენლებთან და ვაქცინების მწარმოებლებთან ერთად მუშაობენ COVAX ვაქცინის შექმნის და დანერგვის საკითხებზე.

თანამშრომლობის აღნიშნულ ფორმატში მონაწილეობის ინტერესსი საქართველოს ორჯერ დააფიქსირა, მათ მიერ მოთხოვნილი პროცედურის შესაბამისად.

ფონდი აძლევს ქვეყნების მთავრობებს დიდ შესაძლებლობას მიიღონ სარგებელი მოთხოვნის უსაფრთხოების უზრუნველსაყოფად კოვიდის კანდიდატი - ვაქცინების ფართო პორტფოლიოდან, მსოფლიოს მასშტაბით, მთელი რიგი ტექნოლოგიური პლატფორმების დიდი რაოდენობის მწარმოებლების უდიდესი ბაზრით, ვიდრე ამას შეძლებენ  ქვეყნები და/ან რეგიონალური ჯგუფები დამოუკიდებლად.

საქართველოში შეიქმნა სამუშაო ჯგუფი, რომელიც ინტენსიურად მონაწილეობს ფონდის ონლაინ შეხვედრებში. სამუშაო ჯგუფში ამ ეტაპზე ჩართულები არიან საქართველოს ოკუპირებული ტერიტორიებიდან დევნილთა, შრომის,  ჯანმრთელობისა და სოციალური დაცვის სამინისტროს, ლ. საყვარელიძის სახელობის დაავადებათა კონტროლისა და საზოგადოებრივი ჯანმრთელობის ეროვნული ცენტრის, ჟენევაში საქართველოს მუდმივი წარმომადგენლობის და საქართველოს ფინანსთა სამინისტროს წარმომადგენლები. დაგეგმილია სამუშაო ჯგუფში პარტნიორების და სხვა დაინეტერესებული მხარეების ჩართულობა.

კოვაქს  ფონდის  ინფორმაციით,  ქვეყნებისთვის  სპეციფიური მახასიათებლები ხელმისაწვდომი იქნება მიმდინარე კვირის  ბოლოსთვის.  ფონდი გაგვიზიარებს  ვალდებულებების  ხელშეკრულებას  (Commitment Agreement),  სადაც მოცემული იქნება ცალკეული ქვეყნის ინდივიდუალური ხარჯების შეფასება და მოცემულობები.

კოვაქს ფონდში ჩართვის თაობაზე დაინტერესებული ქვეყნების მხრიდან საბოლოო გადაწყვეტილება სექტემბრის შუა რიცხვებისთვის უნდა დაფიქსირდეს.

Dear Mr Goginashvili,

Thank you for your submission of the Confirmation of Intent to Participate in the COVAX Facility (“Confirmation Letter”). We are pleased to report that to date eighty self-financing economies have confirmed their intention to participate in the Facility, and confirmations are still coming in. By way of this email, I am pleased to share with you the final and individualised version of the Commitment Agreement based on the preferences you indicated in your Confirmation Letter and the Terms and Conditions, which have not changed since first shared on August 28^.

This Commitment Agreement will constitute the legally binding agreement between your Government and Gavi and will need to be signed before September 18. Requisite financing and guarantee, must be provided no later than October 9. We will follow up shortly with more information on the requirements for the guarantee.

Please note that compared to the draft Commitment Agreement provided to you on 28 August, the final version includes individualized information specific to your commitment and the Schedules to the Commitment Agreement, which are the forms of the documents described in the body of the Commitment Agreement. In addition, amendments were made in order to (i) clarify that participants may organise payments (expressed as “procure payments” in the Agreement) by a third party on their behalf of sums due under the agreement (to afford participants more flexibility in this regard) and (ii) tidy up a few lines, but not substantive.

An authorised signatory is invited to sign your individualised and final Commitment Agreement on the second to last page to the right of the bracket. Include the name and title of the authorised signatory on the line below “Executed by”.

The signature must also be witnessed and signed by the witness in the space provided next to “Witness Signature”. Include the name, occupation and address of the witness in the space provided.

Please do not sign the schedules as these are templates that are to be completed if and when necessary.

Please include, under Section 13 of the Commitment Agreement (“Method of Communication”), the appropriate contact name for communications and the address and email of such person.

Please return an electronic copy of the signature page to Gavi and send a paper copy to Gavi by post at the address indicated in Section 13.

When we receive the electronic copy of the signature page, we will send it back to you by electronic mail, signed by Dr. Seth Berkley, Chief Executive Officer. We will follow up with a paper copy sent by post to the address indicated in Section 13 of the Commitment Agreement.
