2019 Country Survey on Capacity and Response to Noncommunicable Diseases (NCD)
It is my pleasure to invite you to contribute to national data collection and reporting activity within the framework of the survey. This email contains information about the content and process of data collection including access information, the official letter will follow in the coming days.
The Global Survey on Country Capacity and Response to NCD has been organized by the Department of Surveillance and Population-based Prevention of NCDs of WHO Headquarters in collaboration with WHO Regional Office for Europe since 2000. With this information, WHO aims to support the countries at the national level regarding NCD strategy and its implementation, as well as to guide the WHO Member States, WHO and other partners in required technical assistance and future actions.
Furthermore, the survey provides data for reporting on the Global Action Plan on NCD, the European Action Plan for the prevention and control of NCD 2017-2025, the United Nations (UN) 2011 Political Declaration, the UN General Assembly 2014 and 2018 and WHO 13th Global Programme of Work.
Thus, the results will be presented at the World Health Assembly, the WHO Regional Committee for Europe, and the UN General Assembly as the assessment of the WHO Member States meeting their commitments.
The WHO Regional Office for Europe will be responsible for the data collection within the WHO European Region. As with the previous iterations, we count on your country reply and commitment on this crucial occasion. We are particularly proud and grateful that last time all Member States provided answers, with European Region being the first WHO Region to achieve 100% response rate and trust that also in this round we can meet this very high expectation.
Content
The purpose of this regular NCD survey is to gauge your country’s capacity to respond to NCD, with emphasis on the four main types: cardiovascular diseases (e.g. heart attacks and stroke), cancers (including the lung, colon and female breast among others), chronic respiratory diseases (such as chronic obstructed pulmonary disease and asthma) and diabetes, their main risk factors (e.g. alcohol consumption, tobacco use, unhealthy nutrition, obesity, and sedentary lifestyle) and the health system response (comprising formulating and implementation of policies and programmes and establishing partnerships across multiple sectors to address NCD).
We have divided the survey into four modules, each one of them is for assessing the process and outcome indicators of key aspects of NCD prevention and control including: public health infrastructure, partnerships and multisectoral collaboration; policies, strategies and action plans; health information systems, surveillance and surveys; and, health system capacity for early detection, treatment and care. By using a standardized questionnaire we are able to compare country NCD capacities and responses in the region by certain criteria and to follow up changes within a defined timescale.

As you may recognize from the content, the continuous data provided for the Country Capacity Survey has allowed obtaining temporal series to monitor the situation and trends in the WHO Member States.
Process
We will continue using a web-based data collection tool, which will simplify answering the questionnaire, allowing the automatic monitoring of questionnaire completion and providing a copy of the set of answers. This year, in order to facilitate your submission and validation of data, the tool will include the replies from your country submitted in year 2017.
It will also enable you to upload materials to document evidence required on certain questions. You may find NCD policy documents submitted for the 2015 and 2017 surveys by your country at the following web site: https://extranet.who.int/ncdccs/documents/db. You may log into the site as many times as needed to access and edit your country’s questionnaire. While the questions do not need to be answered in a specific order, it is still very important that it is filled out completely, including your contact information.
We recommend assigning a single person the responsibility of checking the completed questionnaire and submitting it to WHO through the site. If needed, you may share the above login details with colleagues who will be responsible for completing specific parts of the questionnaire. A PDF-version of the completed questionnaire can be downloaded from the site and printed off for review and/or official sign-off, if needed.
Every country traditionally nominated the NCD focal points, who were in charge of the data collection. Therefore, we kindly request you to either confirm your role as national survey coordinator or to identify another person in charge to facilitate the response and interaction, who are able to find the appropriate professionals with expertise in the topics covered in the modules, as well as to organize and compile their answers and ensure the survey completion.
In the latter case, we will appreciate getting the appropriate contact information, including name, position, postal address, telephone number, and e-mail address. For the 2017 survey
