Dear members of the Executive Board and Mission Focal points,
We look forward to welcoming you on Monday morning at 9:30 for the opening of the 29th meeting of the Programme Budget and Administration Committee. Please find below a few details about the programme for Monday for your advance information.
Member States are invited to attend an information session on Monday which will demonstrate the functionalities of the WHO Programme Budget Portal. The Information session will be held in the EB Room from 13:00 to 14:00 and interpretation will be provided in all official languages.
The PBAC Chair plans to propose that item 3.4 Amendments to Financial Regulations and Financial Rules [if any] be deleted from the agenda, as there are no proposed amendments at this time. In addition, the following order of agenda items will be proposed.
1. Opening of the meeting and adoption of the agenda
2.1 Report of the Independent Expert Oversight Advisory Committee
3.2 Overview of financing and implementation of the Programme budget 2018–2019
3.5 WHO reform processes, including the transformation agenda, and implementation of United Nations development system reform
3.1 Proposed programme budget 2020–2021
3.3 Scale of assessments for 2020–2021
3.6 Human resources update, including on the global internship programme
3.7 Report of the International Civil Service Commission
3.8 Amendments to the Staff Regulations and Staff Rules
3.9 Evaluation: update
3.10 Engagement with non-State actors
4 Adoption of the report and closure of the meeting
Please note that the PBAC is a paperless meeting. One tablet will be distributed per Member State delegation on Monday morning in front of the EB room.

The WebEx meetings can be joined using tablets, smart phones or personal computers. You need to have a headphone or speaker and internet connection. Participants will be able to see the presentations, watch speakers on their screen, listen to the meeting.
Before the meeting
If you are using WebEx for the first time it is very important to make sure that you have the right players installed to view the media files in the meeting. If you do not have administrator privileges on your computer you may need to contact you own Organization’s IT support to install these players.
WebEx will automatically setup Meeting Manager for Windows the first time you join a meeting. To save time, you can setup necessary software prior to the meeting by clicking this link: https://who-meeting.webex.com/who-meeting/meetingcenter/mcsetup.php
On the day of the meeting
Please try to log-on at least 15 minutes in advance to the WebEx session to allow you to test the connection and audio quality of your computer. The session will be open early to allow for this. The meeting will be transmitted in six language sessions, so make sure you click and register on the right language invitation link below While on WebEx, please remember to activate the mute button. The operator will automatically mute, but sometimes with many listeners this can be difficult, and people speak without realizing they can be heard.
Tips for successful participation
· For assistance you can go to https://who-meeting.webex.com/who-meeting/mc and on the left navigation bar, click “Support”. The support section contains a knowledge base, resources and a telephone number to contact.
· Participants joining the WebEx sessions with their tablets and smartphones (iOS, Android and BlackBerry) requires Cisco WebEx Application to be downloaded and installed prior to the meeting.
· The minimum computer client requirements are as follows:
- Intel Core2 Duo CPU 2.xx GHz, 2GB RAM, JavaScript and Cookies enabled, Java 6.0 or above.
- MAC Intel processor, 512MB RAM, JavaScript and cookies enabled, plug-ins enabled in Safari, Java 6.0 or above.
