Thank you for your reply during your busy schedule.
I have two requests to you.
Can I write report JICA that the amount of emergency medical needs can be estimated at more than 2 billion JPY?
You do not have to comet, it is a condition for JICA to be interested.
I will describe that it need reconfirmation or investigation details of equipment and ambulances and to provide technology of Japan.

Can you issue an official letter? By early-December.(JICA decide additional investigation or not by mid of December)
I would like to raise the accuracy by visiting Georgia again in January.
The project may end without read report.
I want to make the fact that there are items to be investigated additionally and it was implemented.
I want to make every possible effort.
It is necessary to have something that can not be clarified unless I visit Georgia.
If I will visit again, I would like head of JICA Tbilisi office  to join every meeting.

Contract of JICA and NRI is until the end of March, but it is actually planned to be completed by the end of January.
The final report will be completed in December.

Although it is my personal opinion,It is difficult to confirm details in a short period of time.
JICA will plan FS survey next fiscal year if they want to do this project(emergency medicalcare in Georgia)  strongly.
I want to follow up to this level...

For that, JICA needs to read my report and raise the priority further.
The point is that project size is over 2 billion JPY and chance of join Japanese company(there is need of Japanese technology or equipment).

If JICA does not finally correspond, we will introduce it to other donors.
Actually I'd like to engage in this case till the end.
I already checked with many donors intention, so I will act immediately depending on the answer of JICA.
I am sorry if Japan could not support, but I will try as much as possible.

Healthcare sector is more important.And making business is difficult in this sector.
 That is why support is necessary and can not be ignored. However, devises are necessary for the scheme of support. Georgia has gone too far in privatization than it actually is.

Good morning.დილა მშვიდობისა.
I will report JICA's meeting feedback and schedule etc.

*Please reconfirm amount of the necessary medical equipment and ambulance and renovation of hospital,please revise list.
Please break down each point and each hospital.(target is emergency centers and rural area's public hospital)
I'd like you to describe what you might need in the future as well ,if you can estimate now(with the logic).
(ex:if the project is completed in 3 years, there is something that is not enough for today's needs.
Factors such as upgrading specs and increasing tourists etc.)→if it is difficult ,I will ask some information and I will estimate.

①Background and situation
This survey was to investigate the infrastructure(not technical assistance) potential for JICA to implement in the next decade and to list up short lists and long lists.
Regarding Georgia, 4 projects are picked up as a short list,
・one is a project after 5 years or more
・two are same sector and Japanese company interrupted the examination now
・Last one is highest one, Healthcare sector project

Regarding Short lists of all ,there are 2 particularly promising projects.Both are my responsibilities.
・one is other Caucasus area project
・other one is Georgia's Healthcare

Caucasus is lower priority area in JICA as compared with Asia
, but considering these two cases may advance quickly depending on reports(I'm writing) submitted .
JICA has been told that it was not possible to procure projects for several years due to shortage of budget.
Fortunately, concerning projects with high potential and high significance, there is a possibility that budget will be available next year.

※As for long list ,we add Infrastructure (roan) and ,Technical assistance and  ,Private investment and lending projects.
I added some Georgia's Healthcare projects  ,before I told you.
However, I think that needs will change as time passes.

②What to do next
JICA is not interested in Grant's small project.
Regarding healthcare, I think that private investment and loan is not promising as a scheme.
It is necessary to make report that JICA interested in and they submit as promising projects.

According to the impression I investigated in the site visit
,I think medical equipment and ambulance are needed more than the list (you share me).
I would like to know the scale of the project and the necessary medical equipment to some extent.

Cases of other countries:
Because they did not convey accurate intentions, other needs also occurred at the completion of the project
, and satisfactory medical services could not be provided. There was dissatisfaction, not appreciation.

③Schedule
~end of Nov :we must submit report of short list project's detail
~end of Dec :JICA consider possibility of additional survey
Middle of Jan :additional survey if JICA think necessary to gather additional information ,(and goverment letter )

They decide high potential and high priority project, after end of March(this project finish),
they schedule FS survey and they check detail and estimate ,they will decide project.

(※No additional investigations are planned now.
In the case of letters on additional surveys and meeting, it is necessary to clearly to write who and what and why.)
