Hope you are doing well.

Before you answer to our previous suggestion, we would like to inform you that, given the urgency  and Covid-19 testing needs, we want to increase the number of tests once again. Hence, we are interested to purchase an additional amount of  Nucleic Acid Diagnostic Kit (1*48) and increase number by 160 000 tests, with the total contract amount of 400 000 (previous request  240 000; new  request 160 000) tests.  

Therefore, please discuss our new proposal, select the terms of payment and get back to us urgently.

Let me know if you need more clarification from our side.

Dear Sunny,

I hope this email finds you well. We would like to express our sincere gratitude towards your efforts, for the aim to finalize the contract negotiation.

However, as we have informed your company, during the whole negotiation process, unfortunately, the Ministry, together with the WB PIU team, is unable to accept advance payment guarantee issued by Chinese banks, without official confirmation by the Local Bank of Georgia, or as an alternative, the bank guarantee should be issued by a top-rated banks in Europe.

In this regard, considering that this contract is very important for us, we suggest different options of payment that we believe will avoid inconveniences for both parties and will help to finalize the direct procurement procedures with your company.

Since, according to the World Bank regulations, in some cases, the 10 % of advance payment can be paid without submission of the advance payment guarantee, we propose to replace payment method in the following manner:

1.    10 % advance payment, 30% on shipment, 60% on acceptance  or

2.    No advance payment, 60% on shipment, 40% on acceptance

General Terms of payment:

Advance Payment: within 5 days after signing the Contract and upon submission of a claim for the amount;

On Shipment:  within ten days after submission of documents specified in CC 7.

On Acceptance: within ten days of receipt of the Goods upon submission of claim supported by the acceptance certificate issued by the Purchaser.

We are confident that the suggestions we have made to your company will be acceptable, otherwise are afraid that the negotiation might be at risk.
