Dear Michael,

 

We stand ready to assist our cooperation and in parallel ensure that the WB procurement procedures and guidelines are fully met.   As you may aware, despite the fact that the PIU is helping the Ministry, this is an independent unit and is operating based on the WB’s guidelines. No national procurement rules are applied to the project activities.

 

We can arrange a call any time today, however to proceed faster, first we would need the scope of work, or technical specifications along with the timeline, with short description of monthly deliverable. There is not much things to write, we only need brief description of activities and services you have listed in the invoice.

 

As soon as you submit this, we will receive the final approval form the bank. After this,  we will invite you on the negotiation, which can be the date of the contract signature as well, if we agree on terms.

 

We will assist you in terms of filling out other documents, as soon as we receive the scope of work and the timeline.

with all due respect to your interal procedures but this paperwork which you sent me is completely out of track.

First of all, I am not a lawyer who is specified in these sorts of contracts. I also can not find any technically terms which I could fill in. This is a consulting contract – but I am not a consultant and we are not providing you consultant services. We provide you with an anti-covid tracing application system – called Stop Covid – from April 2020 on.

 

May I suggest a conference call with Maia, Nino & Misha today as soon as possible, thank you. We really need to close this issue, I can not proceed with back & forth and finally to get provided by such papers which do not bring us forward. We clearly pointed out that we expect to sign contract & payment by this week – and unfortunately we are far away from this point and this situation is unacceptable for us, specially because we are out of contract and payment until July 15!!

I would like to introduce myself.  My name is Nino Gvenetadze, Procurement Consultant  under WB’s Georgia Emergency COVID-19 Response Project.

I am writing  at the request of  Ms. Nino Kvernadze, on behalf of the PIU.

Please be noted that we have obtained a principal agreement from the WB regarding the procurement of the service.

 

Accordingly, we  are able to proceed with WB procurement procedures. In this regard, I am sharing with you the Form of the draft contract along with relevant Forms (summary of costs and breakdown of remuneration)  that should be filled in by the service provider. 

It should be defined, what type of contact is appropriate for this service, either  LUMP-SUM” or “TIME-BASED contract (details you can find in the draft contract).

 

In addition, please find attached ANNEX 1:  draft Terms of Reference.  As the service to be provided, by your company, is very specific, you kindly asked to prepare the ToR in accordance with the enclosed draft that should be an integral part of the contract.
