The WHO-EU-LUX UHC Partnership (UHCP) enables the WHO Regional Office for Europe to scale up its support to Georgia over the next 2-3 years as the Government of Georgia seeks to move towards universal health coverage (UHC): ensuring all people can use the quality health services they need without experiencing financial hardship. WHO’s support focuses mainly on developing the capacity of the purchasing agency (the Social Services Agency, SSA), with a view to enhancing efficiency in the organization and delivery of publicly financed health services.

 

In 2019, the UHCP in Georgia focuses on two areas of activity:

1. Execution of a strategy for strategic purchasing and providing support to increase the SSA’s capacity to implement the strategy;

2. Supporting DRG implementation and providing support to strengthen strategic purchasing.

 

This mission focuses on activity 2 which aims to support the enhancement of the SSA’s organizational capacity for strategic purchasing and implementation of DRG. The expected outcomes of activity 2 a) DRG pilot in 2019 and preparedness for DRG “shadow” payment of hospitals in 2020, b) increased capacity of the SSA to engage in strategic purchasing to ensure efficiency in using public funds, and c) increased quality of the SSA’s claims data.
