Subject: [GEO] Transparency in the COVAX Facility
Dear Maia,
As you know transparency is a guiding principle of the Facility and as more Participants join, the Facility gains an increasing amount of attention. As part of this public recognition, we have received many questions about the contracts that we have signed with Participants that joined the Facility.
It is a core principle of the Facility to help answer these questions, and because at least two Participants are required to publish their contracts or share them with their Parliaments in the coming days, we have decided to publish the template versions of the following documents:
· Commitment Agreement – Conditional Purchase Arrangement
· Commitment Agreement – Optional Purchase Arrangement
· COVAX Facility Terms and Conditions
The documents we publish will be slightly redacted (e.g. to remove bank account details). For the avoidance of doubt, we will not be publishing the contracts which we have signed with you, but only template versions. We will also publish an explanatory note, for example clarifying that the prices in the agreements are weighted estimated prices and not the prices that will actually be paid for vaccines at the point of procurement.
We will place these documents on our website at midday CET on Monday 19 October. We have no plans to publicise the posting of these documents, but we wanted to bring it to your attention in case you receive questions about the contracts.
As you will be aware, we have been publishing a list of Facility Participants for some time here.
