Dear Ms  Zahra,

Regarding your mail, I am sending you data to include it in the report:

``In 2016, the UHC Program was spending less per person than MAP (approximately 166 GEL compared with 180 GEL), even though the benefits offered were more extensive.  This demonstrates a big decline in spending on administrative costs; prior to 2013, Georgia’s public spending on health administration was considerably higher than most OECD countries, including Switzerland (MAP -2012 – 29321626 GEL, coverage 45% of Population; UHC - 2016 – 5072992 GEL, coverage 95% of population (NHA Data))``.

Dear Eka,

Thank you for confirming that the Ministry of Health accepts the latest version of the report.

Regarding your comment on spending on health administration, could you please provide us with the necessary data - National Health Accounts 2001-2014 (MoLHSA 2016) so we can include it in the report?

With kind regards,

Zahra

Dear Ms  Zahra,

Thank you for additional (final) report.

We eccept  it. But, we want to emphasize, that it will be good, as it was mentioned in comment 8, to add an evidence on decline of health spending on administration since 2013, after introduction of single payer system. Prior to 2013 (when Georgia had multipayer, PHI system), Georgia’s public spending on health administration was higher than most OECD countries. You can cite National Health Accounts 2001-2014 (MoLHSA 2016). Taking into consideration, that  National Health Accounts you have already discussed in the report.

Thanks a lot for your cooperation.

Regards,

 Eka Sharadze

Dear Ms Sharadze,

Thank you for sharing with us additional (final) comments to the report.

We considered them and we accept most of the proposed wording/changes. However, there are instances where new text is introduced based on  sources of information that were not reviewed by the experts. I have attached both versions of the report – with responses to your comments and the clean version.

I hope with these changes we can accept the report as finalised.

Looking forward to hear from you soon,

Zahra

Dear Eka,

Further to the conference call this morning, I am sending you attached both versions of the report – with comments and the final version. As I also mentioned during the phone call, the comments provided to the draft version were reviewed and integrated into the final document.

However, I understood there might be a case of a recommendation which is not relevant because it was already addressed by reforms pre-dating the assessment. It was also mentioned there are a few comments regarding the background section.

As agreed, we will be awaiting your comments within 10 days and upon their receipt, we will consider them as necessary.

With kind regards,

Zahra
