Thank you for provided update. As it was mentioned in the correspondence  we would appreciate to have updates on those sect5ros with are not covered by the large-scale support from the bilateral envelope. The health and social protection relates actions are falling under non supported areas and we would be grateful to receive  more elaborated updates answering the  following topics from the AA facility on Public Health by the end of this week:

·         Proceed with the timely implementation of the provisions of their Human Rights Action Plan for increasing the quality of perinatal care Particular attention will be given to extending nation-wide the two regional pilot projects on perinatal care as well as to measures to improve nutrition of mothers and children;

·         The Universal Health Coverage is identified as a main priority of the government as reflected interalia in an increase of public expenditure on health and comprehensive reforms to strengthen the health sector and in particular primary health care;

·         Continue working on the harmonization of national regulations with EU acquis on blood safety as an important step in the implementation of the Association Agreement.  The EU will look into possibilities for technical assistance required by Georgia. TAIEX instrument can be deployed for short term support to public administrations with regard to the approximation, application and enforcement of EU legislation as well as facilitating the sharing of EU best practices;

·         Consider applying to become a MediPIET training site and to host theoretical modules;

·         Continue to prioritise actions on AMR interalia by strengthening surveillance, prudent use of antimicrobials and infection control in healthcare settings. The EU welcomed the positive developments linked to the adoption of the National strategy and Action plan on AMR and Georgian participation in the CAESAR surveillance network;

·         Undertake necessary steps for swift adoption of legislative amendments that will strengthen tobacco control policies in line with EU legislation and policies, as well as with their obligations under the WHO Framework Convention on Tobacco Control (amendments creating effective instruments for law enforcement);

·         Undertake all efforts towards the signing and ratification of the Protocol for Illicit Trade in Tobacco Products.

·         Monitor the transposition of tobacco control legislation, in line with EU acquis as provided for in the Association Agreement and will communicate this to the EU;

·         Gradually take ownership of the national HIV/TB prevention and response programmes and ensure their resourcing, sustainability and integration within the health system so that the transition process (reduction of Global Fund support) can be successfully managed. Georgia is welcome to participate actively in the meetings of the HIV/AIDS Think Tank and the HIV/AIDS Civil Society Forum;

Adopt, as planned, the Hepatitis C Strategic Plan in 2016 and ensure its full implementation

Following on our discussion today, please find attached an example of elements related to the AA agenda implementation on which we have report – in preparation of ENP-related report or before sector sub-committees.

 

For the sake of quality of our assessment, as a departing point, we want to base our work on the GoG report.

 

In addition, as we have previously agreed, we will expect the project's report on AA monitoring. As we have agreed, such report should cover the general level (overall monitoring, reporting processes and milestones) and different areas of the AA agenda.

 

Given the large scope of this agenda, we can agree to focus on 1- the general level and 2- the areas not covered by budget support programmes. If this helps, the format of reporting by the project can follow the attached table.  

 

The first topics are the health and social protection, for which the subcommittee is scheduled for end of March. It would be very appreciated if the GoG report for 2016 could be shared with us (even in draft version) and completed by the project's monitoring conclusions on this topic (basically points 3-7-9-10-11-12 of the attached agenda).
