Thank you for all this! Few suggestions and responses from our side.
First, regarding the strategy building workshop – we discussed with Andres and our suggestion is to have a smaller group of participants (max 12 people) for that one and half day seminar. This makes a group more effective to work with and there will be plenty of opportunities to engage other people in later stages. Thus, at this stage we suggest to involve these key people who are involved on every day basis to the strategic purchasing (know current situation) and should develop forward looking strategy. We hope that this is acceptable for you.
We also offered an opportunity to have a short briefing about the current findings to the broader audience and this gives others (who are not participating seminar) possibility to be involved.
Second, regarding DRG mission preparations.
1) Transition strategy – unfortunately there is no country examples to share (it was too long time ago and context would have been anyway different) but we prepared together with you the DRG implementation plan and roadmap which gives basis to start to work with transition plan (4 phases described in subsection 2.1; attached to the email), In principle transition plan is just an extension of implementation plan. Most important is that you find it useful for yourself and it supports coordination of multiple workstreams during DRG implementation.
Also, you may want to think about transition plan together with communication plan as this enables to clarify the DRG implantation objectives (what will be the key messages and how communication will support the whole transition period).
2) DRG-related performance monitoring system – this part is quite well covered in the analytical report in chapter D (attached to the email). There you can find the list of potential indicators (during our last mission Kristiina showed it based on SSA’s claims data). Your task is to have a critical look on that and to think through which of these indicators you find useful and how (how detailed; in which frequency; by using which channel) you would like to share it with providers and public. Here is important to involve those responsible for IT. Also, this is closely related to the communication plan as is one method to inform and engage.
3) Communication plan for DRG implementation - we prepared short guidance (see attached file) which hopefully helps to start preparations. You don’t have to follow this format exactly and you can adapt it to fit for your needs. It would be good if this is developed jointly by communication specialists and those responsible for DRG implementation.
Let us know if you have any additional questions and if we can provide more support at this stage.

We can confirm the dates for both missions as it is, we will send you the draft agenda of both missions, tomorrow by the end of the day, as soon as the date will be agreed with all participants.
Mission on organizational capacity and strategy for strategic purchasing, 19-23 February, 2018
Regarding the meeting with head of Parliamentary Health Committee Mr. Zoidze, After the consultations with the Minister and Deputy Minister Sopromadze, we think that as it is a working process, and we are drafting the documents, there is no need for conducting the meeting at this stage, meeting could be arranged after we will have the last version of the summarized draft document.
As for the “Developing strategy for strategic purchasing and building SSA Organizational Capacity” workshop, we can confirm the dates, we are waiting for your decision regarding the venue of the workshop, I have attached the list of participants of the workshop in the email.
There will be need for the simultaneous interpretation on some of the meetings and consecutive interpretation on the seminar as well. We will indicate the need of interpretation in the draft agenda tomorrow.
As promised by Sopiko Belkania, the outcomes of the “home work” will be submitted to you on the February 14th, 2018.

To be properly prepared for your visit, we will need your help regarding the documents on transition strategy, DRG-related performance monitoring system and communication plan for DRG implementation. Would you be so kind to send us the samples (examples) of the mentioned documents of other countries maybe Estonian or Finish so that we could use them for our practice.
