We were are able to accept the two changes sent last
night, as I was able to get it fully cleared through the programs,
Department of State and our legal teams. We are also able to make the change
to the number of years from 2 to 3, and
the change from leadership to engagement.
On the change from “Participants” to “CDC and
MoLHSA”, we will not be able to make this change. This statement relates
to the overall MOU and why this is an modification and appendix to the
previously signed non-binding arrangement. The
following section clarifies by stating, “This Appendix sets forth the
understanding for the collaboration between the Division of Viral Hepatitis
of CDC (DVH/CDC) and MoLHSA”. Unfortunately, we will also not be able to
get the other change on periodic revisions
cleared in time for the signing. However, CDC/ DVH understands that this
will need to be revised periodically and the Coordination Committee for the
implementation of the Strategic Plan for the Elimination of Hepatitis C
Virus in Georgia, which is noted lower
in the document, has the ability to recommend revisions, and thus it is in
turn already a part of the non-binding arrangement.
Please let me know if the following will be acceptable
so that this can still be re-printed and signed by the Minister and
Secretary.

We have made the
requested edits to the modification and it is ready for signing. Note the
annex/ modification must be signed by all three participants, as part of the
language
of the original MOU was that all participants must agree to any
modifications, and this is considered a modification. We will plan to have
the Minister of Labour, Health and Social Affairs and Secretary of Health
and Human Services sign today, and the Minister
of Agriculture can sign the three documents when they arrive.

Dear all,
From CDC Tbilisi’s perspective, we are comfortable
with the requested edits.
Also, after discussing with Minister Sergeenko and
Maia Nikoleishvili from MoH, we do NOT see the need to include the
Minister of Agriculture as a signatory
partner for this Appendix.
Our overarching MOU (CDC – GoG MOU) included both
Ministries because that broad MOU describes CDC’s mission that includes
both Ministries. But the Hep
C Elimination Program Annex is exclusively related to a specific human
public health program and Min of Ag has no involvement in this program.
Please let us know if these changes are
possible.

kindly address you regarding the MOU between CDC/HHS, MoLHSA and Ministry of
Agriculture of Georgia with request to make minor
additions in the text of MoU:
1. In the last
sentence of the last paragraph “RESPONSIBILITIES”, we consider relevant
to add the phrase “in accordance with the legislation of Georgia” and
the sentence
will be formulated in the following manner: “and to share all necessary
data with DVH/CDC to conduct ongoing monitoring and evaluation activities in
accordance with the legislation of Georgia”.
2. Please, replace
“labor” with “Labour” on the page of signature, since the official
title is Ministry of Labour, Health and Social Affairs of Georgia.
The mentioned
amendments are provided in the draft of MoU in track change format.
