The Ministry of Labour, Health and Social Affairs of Georgia is an executive branch of the Government of Georgia, which is responsible to develop and implement the state policy in the fields of labour, health and social protection through elaboration and implementation of the state programs and corresponding legislation in accordance with international standards.

The main activities of the Ministry in the field of health care include:

-         Certification of doctors, licensing of medical activities, issuance permits to medical institutions;

-         Medical care quality assurance;

-         Approval of National Clinical Practice Recommendations (Guidelines) and the State Standards of Clinical Condition Management (protocols);

-         Quality control of medicines and regulation of pharmacy and pharmaceutical products;

-         Facilitation of the introduction of new medical substances and medical devices;

-         Legal support of the relations between a patient and a legal entity engaged in medical practice;

-         Promotion of healthy life style;

-         Development and implementation of health programs;

-         Contribution to the development of medical science;

-         Sanitary-hygiene standardization and epidsurveillance;

-         Contribution to developing public health by appropriate institutional arrangements and implementation of state health programs .

„ მუხლი 16

1. ჯანმრთელობის დაცვის სფეროს სახელმწიფო მართვის მექანიზმებია :

ა ) ექიმთა სერტიფიცირება , სამედიცინო საქმიანობის ლიცენზირება , სამედიცინო დაწესებულებაზე ნებართვის გაცემა ;

ბ ) სამედიცინო დახმარების ხარისხის კონტროლი ;

გ ) საქართველოს შრომის , ჯანმრთელობისა და სოციალური დაცვის მინისტრის მიერ კლინიკური პრაქტიკის ეროვნული რეკომენდაციების ( გაიდლაინების ) და კლინიკური მდგომარეობის მართვის სახელმწიფო სტანდარტების ( პროტოკოლების ) დამტკიცება ;

დ ) სამკურნალო საშუალებების ხარისხის კონტროლი , ფარმაციისა და ფარმწარმოების მოწესრიგება ;

ე ) ახალი სამკურნალო საშუალებებისა და სამედიცინო ტექნოლოგიების დანერგვისათვის ხელის შეწყობა ;

ვ ) პაციენტსა და სამედიცინო საქმიანობის სამართალსუბიექტს შორის ურთიერთობის სამართლებრივი უზრუნველყოფა ;

ზ ) ცხოვრების ჯანსაღი წესის დანერგვისათვის ხელის შეწყობა ;

თ ) სამედიცინო პროგრამების შემუშავება და განხორციელება ;

ი ) სამედიცინო მეცნიერების განვითარებისათვის ხელის შეწყობა ;

კ ) სანიტარიულ - ჰიგიენური ნორმირება და ეპიდემიოლოგიური კონტროლი ;

ლ ) საზოგადოებრივი ჯანმრთელობის დაცვის სფეროს განვითარებისათვის ხელის შეწყობა სათანადო ინსტიტუციური მოწყობისა და სახელმწიფო სამედიცინო პროგრამების განხორციელების გზით“.
