Sit down with SPS Working Group (SPS WG composition needs revision by June13th) and take time to discuss through:

-  indicators of strategy, including target values for next coming years. Give your feedback and comments, also critical ones (diplomacy is not an objective here; be as frank as possible) as this enables the team to adjust and to develop contra arguments (if relevant) and to be more sound and on point.

-  dig into the initiatives list to be sure that political agenda is properly covered. Any reflection is most welcome. Also, you may want to re-prioritize initiatives if necessary. Also, be sure that your team in the MOLHSA and SSA is capable to handle the tasks and deadlines.

The SPS WG is expected to review indicators and initiatives by June 20th. We would highly value your input to the SPS WG and us by June 27th. With your leadership secure that team takes it seriously. They are the ones who will implement it and be accountable

 

In addition, it would be useful if you could ask Deputy Minister Mr Dundua to draft the SSA organizational change by our next mission and to share it with us in advance. It would help us all to understand his plan and enables us to be more tailored and better respond to his needs.

As we agreed we share the homework for the SPS WG.

 

1)   Review the composition of the SPS WG and nominate the chair by June 13thand share with Andres and Triin)During the preparatory and implementation phase it is important that there is a core group but also to be explicit who is the person in charge of the strategy. 

 

Strategic Purchasing Strategy Working Group as of March 2018

1. Deputy Minister – Mr. Zaza Sopromadze

2. Deputy Director of SSA – Tengiz Abazadze

3. Head of Department  Administration of Universal Healthcare, SSA- Maia Maghlakelidze - Khomeriki 

4. Deputy Head of Health Care Programs Department, SSA – Magda Naskidashvili

5. Head of Financia l Administration Division of State Programs, Department of Economics, SSA – Maia Kimeridze

6. Advisor to the Minister – Lasha Nikoladze

7. Head of Health Care Department – Marina Darakhvelidze

8. Head of Health Policy Division, MoLHSA –Ketevan Goginashvili

9. Head of Public Health care and Programs Division, MoLHSA – Ekaterine Adamia

 

2)   Review the strategy indicators table (file “GEO_Indicators_CLEANED_0706_SPWG_homework”) by June 20thand share with Andres and Triin):

a.    look the strategy map and review all indicators assuring they are in line with your goals, revise and prioritize if needed;

b.    assure that all definitions and numbers are correct and revise if needed;

c.    fill the gaps (“to be added”);

d.    add targets for 2018-2020;

e.    replace person’s names with positions (e.g. Head of Health Department MOLHSA);

f.     review the indicators list with the SPS WB to assure there is consensus regarding indicators and targets.

 

3)   Review the strategic initiatives table (file “Initiatives_0706_SPSWG_homework”) by June 20thand share with Andres and Triin):

a.    look the strategy map and review all activities (helicopter view) to assure that they are in line with your goals, well understood and there are no overlaps across activities ->  merge, correct and revise to assure that you feel comfortable with the result; 

b.    do a critical review of activities and due dates to assure that they are in line with priorities and realistic taking into account your priorities as well as capacity, correct and revise if needed; 

c.    add milestones for all activities taking into account logical sequence of activities;

d.    review the initiatives list, milestones and due dates with the SPS WB to assure there is a consensus regarding initiatives, milestones and due dates.

 

4)   Present SPS WG work outcome (indicators and initiatives) to the Minister to get his feedback and review results by June 27th and share with Andres and Triin

 

5)   Please review SP Strategy document (“SPS_WG_CH1_CH2_7JUNE2018”) background chapters and add track changes by June 20thand share with Andres and Triin
