We are pleased to inform you that the Council of Europe is currently consulting civil society and key stakeholders in the preparation process of the 1st draft of a legal instrument codifying existing international standards on the conditions of administrative detention of migrants that has been prepared by the European Committee on Legal Co-operation (CDCJ).
As you will see, this instrument, which is not intended to create new standards, includes a series of provisions referring to children.
The call for comments on this instrument has now been issued. Should you wish to contribute to this process and provide any comments, please follow the procedure noted in the below e-mail.

The Chairperson of the European Committee on Legal Co-operation (CDCJ) of the Council of Europe has the pleasure to consult you on the 1st draft of a legal instrument codifying existing international standards on the conditions of administrative detention of migrants (see enclosed letter).
Please note that this exercise is limited to codifying existing standards and is not intended to develop new standards.
Comments, in English or French, on the draft codifying instrument enclosed (also available at www.coe.int/cdcj)
should be sent to the CDCJ Secretariat by 30 June 2017 at the latest.
In parallel to this written consultation, a hearing will be organised with key stakeholders and civil society (Strasbourg, 22-23 June 2017) to share views and experiences, and to provide input, on issues to be addressed in the draft codifying instrument. Should you wish to attend or be represented at this hearing, please advise the Secretariat
