Dear Liza,

 

We turn to you with proposal to establishing formal mutual relationship between our two Councils in goal to exchange experiences and organize mutual activities on the field of social dialogue.

 

Accordingly, we send you our background data.

 

Bosnia and Herzegovina is a state community consisting of two entities – Republic of Srpska and Federation of Bosnia and Herzegovina. The entities has they own constitutions, laws, governments, assembly and judiciary. Entities also has significant and exclusive jurisdiction, inter alia, in the part which relates to the labor relations, social dialogue and collective bargaining. We have entity`s Labor Law and Law of Economic and Social Council and ESCRS has significant jurisdiction on the territory of Republic of Srpska related to the tripartite social dialogue. ESC of the Republic of Srpska initially formed in 1997 through agreement of representative social partners, and its existence was lawfully regulated by the Labor Act of the Republic of Srpska in 2000. In 2008. get into force Law of Economic and Social Council Republic of Srpska.

 

Also, ESCRS is independent tripartite body consisted of nine members (representative of employers, employees and ministers of the Government of Republic of Srpska) and it reviews and takes positions towards issues of economic development and promotion of the collective bargaining, the impact of economic policies and measures for its implementation of social development and stability of employment policy, wages and prices, competition and productivity, privatization and other structural issues adjustment, labor protection and environmental protection, education and professional training, health and social care and security, demographic trends and other issues important for the realization and promotion of the economic and social policy.

 

As you know, ESC RS is member of AICESIS and we have cooperation protocols with more state Councils, including OKE Greece and one of the alternatives it can be to sing Memorandum of understanding between our two Councils.

 

In attach we send you Labor Law and Law of Economic and Social Council.

If you need additionally information please let us know.

 

Please let us know ASAP regarding Georgia Council attitude towards our proposal and in case of positive answer from you my president will send official letter to your Council.
