Unfortunately this is a reply I’ve got from our Administrative Services Officer regardless my effort to book flight tickets to Amsterdam
through Turkish Airlines for 22-24 July.
Please inform me about your choice so that I can start with travel requests (TR). The ticket options for Dr Sergeenko and Dr Gamkrelidze, provided by Carlson Wagonlit Travel service, are attached.

Dear Nino,
Pegasus and LOT are both unrestricted airline, therefore according to CWT offer the most economical route is the policy compliant option which should be used. WHO cannot accommodate traveller’s preference of a specific airline. WHO travel
policy also requires lowest restrictive economy class fare (such as non-refundable fares) to be used.
Should a traveler wish to travel by choice of airline, it is possible to self-purchase if the non-staff participant agrees to do that. Please see the policy and approval procedure regarding self-purchased tickets here:

The WHO maximum liability would be lowest quote offered by CWT or actual cost of ticket to be self-purchased, whichever is lower. If the traveller finds a self-purchased ticket that is more expensive than WHO maximum liability, then the
traveller pays the difference between WHO maximum liability and the self-purchased ticket.

Referring to below correspondence please be informed that Dr David Sergeenko, the Minister of Health, and Prof. Amiran Gamkrelidze, SCRC member and the General Director of NCDC, are invited to the Ministerial
Policy Dialogue on HIV taking place in Amsterdam, 23 July, 2018.
CWT has provided us with LOT and Pegasus options. Unfortunately both, Minister and General Director, have negative experiences with these air companies and we were asked to facilitate the possibility of booking
their tickets to Amsterdam using Turkish Airlines.
Considering the importance of GEO delegation participation in the meeting please kindly advise if as an exception they can be provided by the tickets using Turkish Airlines.

Please take this issue with ASC at WHO as other more expensive offers within the same time frame is out of policy.
Both offers with Pegasus and LOT are refundable against a fee.

Thank you for your email.
Unfortunately we have not good experiences with PEGASUS and LOT companies and therefore, would like ask for other options of
refundable tickets, using Turkish Airlines or Lufthansa, if prices allow. Indication of refund conditions details for each bookings options will be appreciated.
Please note that Dr David SERGEENKO, the Minister, will be accompanied by Prof. Amiran GAMKRELIDZE. He will use the same flight (22-24 July, Tbilisi-Amsterdam-Tbilisi). Please send the flight options on his name,
as well. Here we are not requesting refundable ticket, but a normal one, so the prices could differ, as I guess (?).
