Dear Marina,
In principle such approach really increases transparency.
There is always a risk of conflict of interest. On the other hand with clearly defined competences of new staff to be selected, this can decrease the risks, while the transparency remains high.
For the competences you may follow the previous instructions on technical competences; additionally you may add some generic competences too: producing results, fostering collaboration and team work etc.
If you use the standard set of questions for all candidates, then the selection process could be well managed and fair for everyone.

We've already listed qualification requirements for the selection of candidates and during this week we will announce invitation for submitting applications.
In order to follow transparency principles, in addition to representatives of the Ministry we would like to invite as members of a selection committee representatives of pharmaceutical society.
I have a question, will it be regarded as a conflict of interests, if the invited members are representatives of industry, for example top managers of local manufacturing companies, and is it necessary to request from them also to sign declaration of interests.
