Dear Sopo,
WHO would like to assess the available eye care services, their integration in the overall health system, and to identify areas for further strengthening, as per the WHO Eye Case Service Assessment Tool (ECSAT; http://www.who.int/blindness/publications/ecsat/en/).
ECSAT has three main sections which follow the structure of the Global eye health action plan. Thus far ECSAT has been used by over fifty Member States in all WHO regions to identify the needs and gaps in their eye care services for further analysis and addressing.
Completion of the ECSAT questionnaire should not take an unreasonable amount of time. It should rather assist in indicating which data and information is readily available and which may be useful to additionally collect at the later stage.
We kindly ask you to help us I identify a consultant or an institution in Georgia that could collaborate on the ECSAT questionnaire.
This is outside the BCA and we have no resources available. However the Headquarters is able to provide USD 2,500 to support the work of the consultant (or a small team) that would complete the ECSAT questionnaire. The consultant (and or team) can be outside the ministry. Due to the small amount of money, it is preferable if one person (or institution) is contracted.
