8. There is limited availability of palliative care services in much of the world, which contributes to much avoidable suffering for millions of patients and their families. WHO will emphasize the need to create or strengthen health systems that include palliative care as an integral component of treatment within the continuum of care. The Organization will promote the adequate availability of internationally controlled essential medicines in palliative care, including for the management of pain, while preventing their diversion and abuse.

დაახლოებით იგივე მოსაზრებებია გატარებული 29, 27 და 39 პარაგრაფებში (მოხსენებული პალიატიური  და გახანგრძლივებული სერვისები).

ამ შინაარსის შესაბამისად, რადგან ჩვენც გარკვეულ პროგრამებს ვახორციელებთ კიდეც და სამომავლოდაც, მზაობა გვაქვს პალიატიური სერვისების განვითარების კუთხით, ასეთი (ტრაფარეტული) წერილი მოვამზადე :

 

The WHO played and plays significant role for the  Georgian health system. WHO’s top strategic priority is to support countries to strengthen health systems in order to progress towards UHC.

As Universal health coverage means that all people and communities can use the promotive, preventive, curative, rehabilitative and palliative health services that are appropriate to their needs and of sufficient quality to be effective, while also ensuring that the use of these services does not expose the user to financial hardship, the Ministry of Labour, Health and Social Affairs of Georgia express their readiness to support WHO, member states and civil society to address isuuses, related of palliative care, as well as  acknowledges, that  palliative care language in the Global Programme of Work including the standalone paragraph 38, is much improved, protected and retained;  an agreed palliative care target and indicator have to be included within the Impact Framework and palliative care have to be  included within the Global Programme of Work budget..

Dear Minister,

 

We are writing to you to request your support for palliative care at the World Health Organisation Executive Board meeting from 22-27 January 2018 in Geneva.

 

As you will know, the WHO will be discussing their Global Programme of Work for 2019-2023, this document now includes good language on palliative care following input on the first draft from member states and civil society.

 

Palliative care is a fundamental component of the essential spectrum of health services within Universal Health Coverage as defined by WHO.  A recent Lancet Commission on Palliative Care and Pain Relief found that 61 million people are living with serious health related suffering and it is estimated that less than 10% of those who need it can access palliative care.

 

To support WHO, member states and civil society to work together to address this situation, we kindly request that you inform your representatives attending the Executive Board and your mission in Geneva to:

 

1. Acknowledge the much improved palliative care language in the Global Programme of Work including the standalone paragraph 38 and ensure palliative care language is protected and retained.

2. Ensure the inclusion of an agreed palliative care target and indicator within the Impact Framework

3. Ensure that palliative care is included within the Global Programme of Work budget
