First of all I would like thank you for your kind support in organizing the meeting with Minister and his Deputy. AFD team will be glad to attend the meeting on Wednesday 7^th of February at 11:00am in MoLHSA premises.

You will also find attached a draft policy matrix. The proposed pillars and objectives are based on the needs expressed by MoLHSA and Ministry of IDPs during the Donor Coordination Meeting on social welfare held in July 2017 and the discussions held between AFD and MOLHSA in September 2017.

The aim of the bilateral meeting on the 7^th will be to confirm that the identified needs and priorities are still relevant from MoLHSA’s perspective, and as the case may be adjust / amend them accordingly. We will be also able to discuss any question the Minister may have on  the contemplated program and modalities of implementation / cooperation with AFD.

As you will notice, we haven’t proposed any prior actions and trigger actions yet. We would like indeed to use the opportunity of the roundtable to be held on the 8^th of February (10:00am to 14:00 pm) with all concerned ministries (MoLHSA, MoF, Ministry of IDPs) and other stakeholders (WB, WHO, UNICEF, UNDP, UNHCR) to discuss the draft matrix and the appropriate targets and intermediary steps, taking into consideration the feedbacks from all the stakeholders. The roundtable shall also be the opportunity to start discussion on TA needs.

The roundtable will take place at Marriot Courtyard from 10 am to 2 pm.  I well noticed your participation to this discussion. We would like to invite also Ms. Marina Darakhvelidze to join the event and we would also welcome the participation of the Deputy Minister if  he is available as well as of all the relevant representatives from the MoLHSA. I would be very grateful if you could confirm me by Friday 2^nd February the persons who will attend the roundtable.

I am reverting to you regarding the meetings to be planned between MoHLSA and AFD next week.

Were you able to reach Mr. Sergeenko about that topic?

We were actually asking for two meetings:

-          A bilateral meeting between AFD and MoHLSA, in order to discuss the future policy based loan on social protection and define MoHLSA needs. It would be relevant to meet with Minister Mr. Sergeenko and the Deputy Ministers in charge of Health and Social Protection topics.

Would Wednesday 7^th of February in the morning (11:00 am) be suitable from MoHLSA side?

-          A round table dedicated to discuss the policy matrix (supporting the Policy Based Loan) with all key stakeholders (MoF, MoHLSA, Ministry of IDPs, WB, WHO, UNICEF, UNDP). Would you be available with your Deputy Minister (and other relevant colleagues) to attend it? 

This event will take place on Thursday, 8^th of February in the morning (10am to 14pm).

Dear Mrs. Odisharia,

I am reverting to you regarding the message I sent you last week, asking for 2 meetings in order to further discuss the Policy Based Loan on social protection that AFD contemplates to allocate to Georgia in 2018.

Actually, a mission led by project managers from Health and Social Protection department at AFD Headquarter will visit Georgia from 7^th to 9^th of February. The aim of the mission is to meet the principal Georgian stakeholders (MoHLSA, MoF, MoESD, Ministry of IDPs) in order to prepare a policy matrix to be implemented through the loan.

In this regard, I would ask you for two meetings with AFD:

-          A first meeting with AFD project managers from Paris Headquarter, in order to define the needs of MoHLSA. It would be relevant at this stage to meet also with Minister Mr. Sergeenko and the Deputy Ministers in charge of Health and Social Protection topics.  Would Wednesday 7^th of February in the morning be suitable from MoHLSA side?

-          Moreover, AFD plans to organize a round table with all relevant stakeholders (MoF, MoHLSA, Ministry of IDPs, WB, WHO, UNICEF, UNDP,) in order to discuss the policy matrix based on social protection. A draft matrix will be circulated at the end of January, and the aim of this round table is to discuss and improve it. This round table should take place on Thursday, 8^th of February in the morning. Would you be available with your Deputy Minister to attend it? Official invitation will be sent latter.

I am reverting to you regarding the project to extend to Georgia a Policy Based Loan dedicated to Health and Social Protection sectors in 2018.

We discussed this project together with you and experts from Health and Social Protection department at AFD Headquarter in September, and as the discussion we had later with the Ministry of Finance on this topic was positive, we would like to move on with the identification of the needs of the MoLSHA.

Mrs. Assayag, Head of AFD representative office in Tbilisi, would be very interested in meeting you and Deputy Minister Mrs. Nino Berdzuli as well, as I understood she is in charge of Health Care and Social Affairs. If I am not mistaken, there is an other Deputy Minister, Mr. Zaza Sopromadze, but he is not involved in health and social protection issues.

The aim of the meeting is to start discussing the context and content (at a preliminary stage) of this Policy Based Loan with the MoLSHA.
