First of all on behalf of the Ministry of Labour, Health and Social Affairs of Georgia let me express my sincere gratitude to FCTC 2030 Secretariat, WHO Euro and WHO Country Office Georgia for continuous support, reliable partnership, and fruitful collaboration.

 

In support of implementation/enforcement of the tobacco-control law that is in line with the FCTC 2030 Please be informed that LEPL National Center for Disease Control and Public Health will be the main institution to contribute activities needed for the enforecement of the new tobacco-control law in Georgia an implementation of FCTC with the involvement and active cooperation of the MoLHSA’s relevant policy defining units.

Dear Ms Belkania, National Counterpart for Strategic Collaboration with WHO,

 

As you are aware, Georgia is party to the FCTC 2030 project and receives respective support (funds kindly secured by the UK Government via the FCTC Secretariat). As of May 2018 funding for this project is managed by the WHO Country Office Georgia.

This means that all administrative work is done by our office instead of office of the FCTC Secretariat.

We intent to raise an Agreement for Performance of Work in total value that exceeds 25,000 USD.  

The work that will be delivered is fully in line with the FCTC strategy.

In this regard, we invite you to nominate national institution(s) which could implement activities included in tobacco control as of Terms of Reference enclosed with this email.

According to WHO financial rules and regulations, all purchases and other contracts shall be made on the basis of competitive bids, except when otherwise authorized by designated officials (WHO Financial Rule XI – Procurement of goods and services – para 111.3). In order to comply with this requirement and to allow for transparent competition among prospective providers, your nomination should include at least three possible institutions.

Upon receipt of an official communication from you with such nomination, WHO will initiate the tender solicitation and evaluation process, for subsequent award of the contract to the institution which provided the best offer.

Per our best knowledge we are aware that you may have difficulties in finding more than one such competent institution; if this is the case, kindly indicate in your email, that there is only one such institution available in Georgia.
