The answer about BCA budget is not that simple, as we may get some funds, that we did not plan earlier; i.e. even for MICs survey, that will be done by Unicef and will have additional component on water quality, our headquarters may provide some funds for that part of the work, which we could allocate to the area of environment. This very much depends if they will decide to purchase needed equipment and contract the NCDC directly or via country office.

This is just to reflect, that without having daily insight into what is going on with our workplan, it might be difficult for your to fully understand the financial situation.

In principle WHO’s policy is to channel all WHO support to particular country via the BCA workplan, as otherwise it is fragmented and difficult to see the total scope of work. This also means that most probably FCTC 2030 project funds will also be allocated to the BCA workplan in near future.

 

By the end of 2019 we can expect that the total value of the BCA workplan will exceed the signed BCA. In 2016-2017 the value of the workplan was 556,559 USD, while the value of the signed BCA was 300,000 USD.

For the current biennium 2018-2019 we cannot expect the value of the workplan to be doubled in comparison to the value of the signed BCA, as the value of the signed BCA has almost quadrupled in comparison to the signed BCA 2016-2017.

We are in the early phase of the biennium and I can only share with you my expectation that the total value of the BCA workplan will exceed the value of the signed BCA.

 

While we have spent quite some money, at this stage we still have 336,000 USD available. Major part of this will be utilized for the health system strengthening and GMP.

Out of this we have 120,000 USD available for the UHC. This is not much money for the envisaged work and we may need to secure additional funds even for the second half of 2018. Most of these funds will be used for the technical assistant; from this pot of money we also plan to cover following travel from that budget: participation at the Observatory summer school in Venice (July 2018); Barcelona course on Health System Financing (October 2018), and your travel to Tallinn.

Please, be assured that we do our best for the rational utilization of available funds, and that this is strictly controlled by internal WHO mechanisms.
