Subject: 6-10 November mission, UHCP Activity 3
Dear Nino and Sopo,
Please find attached the scope and purpose for the mission about SSA’s organizational capacity (6-10 November).
The objectives of this mission are: (i) explore and evaluate the SSA’s organizational dimensions and capacity building needs to strengthen SSA as a strategic purchaser; (ii) evaluate governance arrangements to guide and monitor the purchasing function and the SSA’s performance; (iii) define areas of organizational capacity and governance that need more attention in the second mission.
During the mission we are expecting to have meetings and interviews with MOLHSA and SSA, following a top-down principle, in the first two or three days of the mission. First, to meet with high level representatives from MOLHSA, then meetings with the senior management team of SSA; and then key SSA business and support unit managers.
It would be also good to have a meeting with the Parliamentary Health Committee head/members to understand political commitment and views on health services purchasing development.
Additionally, we’d like to have a one-day visit to the nearby regional centre to see health service purchasing in action: regional office of SSA; regional hospital; and primary care centre.
At the end of the mission we propose to have a 2-hour feedback meeting with key representatives of MOLHSA and SSA to discuss first findings, define areas requiring more attention during the second mission and plan next steps.
We are glad to get your and your colleagues feedback and recommendations for this mission before we are moving forward with more concreate planning. And we can briefly discuss it when we’ll meet on Monday.
