I get back to you regarding this matter. As there is no response from Martti but we need somehow to speed up to process, we suggest you to:

 

1) send a a follow up email to Martti where you kindly ask him to response to your last email  (sent 2 Fev 2018) and advice you with the matters you mentioned in your email. He is very busy and sometimes also slow in responding to emails. The other thing why he hasn't replied you is that he may need to discuss these issues (license, contract etc) with board of NCC and get acceptance. This may take time. Nevertheless, to send a kind reminder does no harm and hopefully he will respond soon.

 

2) contact the potential grouper software producer even though you do not have the definition tables yet which are needed for producing the grouper.

From NCC webpage http://www.nordcase.org/eng/products/groupers-definition-tables/ you can  find the information that the "Nordic Casemix Centre has an agreement with Datawell for production of the grouper for the Centre and for use by national owner’s staff." . Datawell has been reorganized recently and currently the company is called FCG Prodacapo Group. They still deal with grouper software development and produce NordDRG groupers. 

So, I would suggest you contacting Prodacapo, namely  Mr Jussi Järveläinen (his email is Jussi.Jarvelainen@fcg.fi) and explain him why you are contacting him (you can use for this your initial  official letter to NCC) and ask what are the next steps you should take once the definition tables are developed by NCC  in order to be able to acquire the grouper. 

I would recommend to cc this email you will send to Prodacapo also to Martti.

 

If there is any questions, please let us know. Triin is in Tbilisi next week and I will join her week after that. We can discuss this matter via email or during 25-28 Feb mission. Nevertheless,  if you send out those two emails asap I hope we have taken some steps ahead already by last week of February.

I think your email concrete enough in order to proceed. You perhaps could remove the last bullet point "certified grouper" because Martti commented on this already in his email. When you get to the point when you need to contact the grouper producer, we can have a look at this together and decide how to proceed.

All other four points in your email are relevant and need be clarified.

There is a typo in your email you should correct. Martti's name is spelled with two "t" and not whit two "i".

Other than that I think you can proceed and send him the email.

I think the best is to get back to him and agree on further steps. He gave you "thumbs up" for further negotiations which shows NCC's readiness to proceed.

In my opinion you should clarify with Martti the following issues:

Once the definition tables are produced, it only comes to the grouper delivery. As Martti indicated, you can find the certified grouper producers in the webpage of NCC. The open source groupers are not yet available.

So I encourage you to reply him and clarify how is the best to proceed.

Sorry for not being able to answer you earlier.

Officially the board of the Nordic Casemix Centre will decide about the usage of the Nordic  DRG grouper. However, the board has previously been positive for NordDRG usage ‘as is’ i.e. without any specific changes for a new country. Since you are using ICD-10 and NCSP this should be possible without any changes to your hospital information system. We would deliver the definition tables in a format that can be used by the grouper program. You could for example use the same basic grouping logic (table) that Latvia is currently using. Your ICD- and NCSP-tables would have to bee mapped to our ICD+ and NCSP+ tables. If you have not modified the original tables this is a straight forward process.

Currently we do not deliver the groupers. On our webpage (http://www.nordcase.org) you can find currently certified producers of grouper. Norwegian Board of health has produced a new grouper that may be available as open source product in the future. Also a new maintenance tool for NordDRG is currently developed as open source. Currently it is not ready.

I can not promise any support from the Nordic Casemix Centre for the use of NordDRG. Maybe persons from our expert group might be available as consultants. Obviously Kristiina Kahur could be a suitable person if she has time.

I would like to kindly address you from the Ministry of Labour, Health and Social Affairs of Georgia with request to initiate cooperation  with Nordic Casemix Center to obtain "Certificate of Acceptance" for  NordDRG grouper software.

 

Let me take this opportunity and provide you with a brief overview of Georgian health care system. Since 2013, the Ministry of Labour, Health and Social Affairs of Georgia (MoLHSA) introduced several important reforms, including Universal Health Care (UHC) Program, which aims to improve access to health care services and strengthen financial protection. The Government of Georgia continues to retain Universal Health Care system and is committed to further improve cost  effectiveness and transparency of UHC program with the support of World Health Organization through the implementation of reimbursement methods of health service providers.

 

It is worth mentioning that from 2010 health providers uses ICD10 and NCSP classifications and electronic system for claim reimbursement,  which is a solid base for the implementation of NordDRG.

 

Would you be so kind to inform us what necessary procedures should be undertaken by Georgian side to get “Certificate of Acceptance” for use of NordDRG Grouper and Software.
