Dear Sopo,
In March we were in touch regarding the technical report: Quality of Primary Health Care in Georgia. We are still expecting comments from the ministry. Is there any progress? (please, see the correspondence below). Thank you.
Attached please find the updated list of planned missions to Georgia.
The main changes are as follows:
1. Mission on GEO Patent Law; the event is organized by other partners, but WHO experts will also attend and contribute; this is not funded by BCA; it might be interesting for the ministry as it will cover patents in the pharmaceutical industry
Start | End | Topic | WHO Mission members | Comment |
13 Jun | 14 Jun | Implementation of Georgia's amended Patent Law | Ms Erika DUENAS, Technical Officer, Department of Essential Medicines and Health Products, WHO | Organized by Sakpatenti and World Trade Organization; WHO only contributes at the event |
2. Proposal for a mission: a WHO colleague from the office in Athens, Greece, can visit Georgia and meet deputy minister Maia Lagvilava and other high level officials that are eager to learn about the work of WHO in Greece, WHO provided extensive technical support in Greece, that was funded by EU. The main focus was access to quality health care services and included Primary Health Care. Health care services in Greece are predominantly private and perhaps some lessons learnt could be useful for Georgia. Initial idea was that Dr Silviu Domente would join one of the missions on UHC, but unfortunately he has other commitments during the planned UHC missions. This would be very short mission with perhaps not more than half a day meeting at the ministry with the deputy minister Maia or anyone else that would be interested. It could take place in a week of 15-20 July; the exact date can be defined according to the preferences of the ministry. Please, let us know your position.
Start | End | Topic | WHO Mission members | Comment |
TBD Jul | TBD Jul | UHC & Primary Health Care | Silviu Domente, WHO | Sharing experience from Greece |
All other missions have been discussed already, but not all have been entered into the table. The updated table includes all missions that we are aware of as of today.

Dear Marijan,
Please be informed, that the Ministry of Labour, Health and Social Affairs of Georgia reviewed technical report: Quality of Primary Health Care in Georgia, which was prepared by the WHO experts. There are number of inaccuracy and shortcomings in the report and requires adjustment and clarification.
In view of that, we would like to kindly ask you to keep report as internal document and do not publish it until it will not be revised by MoLHSA.
In two weeks the Ministry will be able to finalize the document and provide the feedback.
Hope for your kind consideration and support.

Dear Sopo,
Thank you for your kind answer.
In the meantime I was also in contact with Juan Tello, and have now better understanding of the process and this is fully aligned with your request.
The technical unit would highly appreciate if the report could be reviewed and amended (if needed) by Georgian experts, and only afterwards, when the final version is available, we should seek clearance of the ministry to publish the report.
I am not sure, who could be the best experts to review the document, but I can remember some of them being engaged during the mission: for example by Marina Shikashvili, Tbilisi Family Medicine Training Centre; Natia Nogaideli, Regulatory Division, and/or Ketevan Goginashvili, Head of Policy Division; both MoLHSA.
Please, let me know, if you will secure the revision of the report or we should directly contact Marina and Natia, and kindly ask them for reviewing the report.
The assessment report (word doc) is attached, while I have no word version of the “aide memoire”. I can request it, but it is internal working document, so the main focus is on the assessment report. I may send you also the “aide memoire” as soon as I get it.
Thank you and best regards,

Dear Marijan,
Could you be so kind and send me “aide memoire” from the mission and Assessment report in Word Document. There are some incorrect facts and we need to make comments in track change format and send you back for final version of report.

Dear Sopo,
Last summer there was rather big mission on Primary Health Care in Georgia.
Attached you can find “aide memoire” from the mission.
Attached is also Assessment report, which is now being edited.
The technical unit plans to publish the report, however it is on the ministry to give the clearance for publishing or to indicate, that the report shall be kept as internal document.
We can discuss it in the following days (i.e. next week) when we meet in person).
