Dear Sopo,

Dr Nino Berdzuli informed me, that you would be available to assist with the coordination of our joint work in the area of UHC.

Unfortunately I did not have chance to meet you in person these days. We are hosting a strong mission on tobacco-control; at the same time there is an ongoing WHO international meeting on illicit trade of tobacco this week. Next week I am absent.

As discussed earlier we are only able to provide incentives for the work being done outside regular working hours, as we cannot provide reimbursement of the work that the staff of any national institution does within the regular work/as part of regular duties.

We estimated, that this additional workload will on average present max 1 full working day a week in the following 10 weeks, which in total gives 10 working days.

Please, have a look at the attached Terms of Reference.

We will do our best to secure presence of WHO staff at any meetings with the consultants, so in principle it will not be needed for you to attend all the meetings and accompany the missions (we expect the missions in cumulative duration of 4 weeks by the end of this year). This would bring you completely out of the ministry. Of course your presence at certain meetings might be needed, but this can be discussed on a case by case bases.

We still have no funds in our budget, but as soon as we receive them, we will raise an Agreement for performance of work, assuming you are in agreement with the Terms of Reference.

We can only raise contracts until end of this year, as it is end of biennium.

WHO (Sarah Thomson, Triin Habicht in her capacity of international consultant, Giorgi Kurtsikashvili or myself) will be in touch with you and Dr Nino Berdzuli to define details of each of the mission and what are the needs to be done before, during and after the mission.

Best regards,
