The Georgian Health Management Information (HMIS)

The Project

The USAID Health System Strengthening Project (HSSP) works to help Georgia increase the access of affordable and quality health care services for Georgians. HSSP has been working with to the Georgian government, health insurance companies, and health care providers since 2009. The technical assistance supports the current transition to a universal coverage model that incorporates the growing private health insurance and provider markets.

 

Initially, HSSP focused primarily on

strengthening health insurer capacity to provide quality health insurance services;

building health care provider capacity to manage and delivery quality health care services; and

increasing government capacity to guide and monitor health reform.

As part of these efforts, the project developed elements of the countrys electronic health management information system (HMIS).

 

The Innovation

Please join our colleagues from Georgia to discuss how the establishment of the Georgian electronic health management information system (HMIS) has made it possible --and highly efficient for the country to:

o Educate stakeholders to make informed decisions in all critical domains,

o Establish standards for reporting and real-time information exchange,

o Ensure high-levels of security and confidentiality of sensitive and patient proprietary information;

o Improve the administration, execution and monitoring of expenditures/financial transactions,

o Create a strong basis for prudent statistical data collection and analysis,

o Advance the quality and responsiveness of the system

 

The General Principals

On a more general level, the HMIS implementation brings:

o increased knowledge and level of accessibility of citizens to accurate information through notifications and citizen portals,

o standardization and streamlining of business processes optimizes administrative and human resources,

o improves the overall efficiency and performance of the systems.

Peter Cowley

Abt consultant

Peter has over 25 years of experience in health finance and program management issues. He assists in the development of MoLHSA strategies and provider payment systems.

Ahmad Hashem, MD, PhD

Senior Physician Informaticist, MD Informatics, LLC

Dr. Ahmad Hashem is a healthcare informatics consultant, author, and lecturer. He lead Microsofts global strategy for healthcare for 5 years out of Redmond, Washington, and was a healthcare informatics advisor for the Bill and Melinda Gates Foundation and the World Health Organization.

Alexander Turdziladze

Chief of Party

Alexander has more than 15 years of experience in health economics and health information exchange. He directs capacity strengthening for MOLHSA, and works on health information and provider payment systems development.

Ketevan Tatoshvili

Deputy Chief of Party

Ketevan has nearly 10 years of experience focusing on health information system management, quality assurance, and performance based systems. He works on central purchaser payment issues especially those surrounding the creation of diagnostic related groups (DRGs) and the smooth roll out of e-Health products.
