The SHOPS project presents lessons learned from its program in Paraguay. The program used the total market approach to prepare the main stakeholders of the Paraguayan family planning market for graduation from USAID funding. SHOPS strengthened the skills of CEPEP (the Paraguayan affiliate of the International Planned Parenthood Federation), the Paraguayan Social Security Institute, and the Paraguayan Contraceptive Security Committee, with the goal of sustaining the country's services and contraceptive security.

The SHOPS project is USAID's flagship initiative in private sector health. It works to involve nongovernmental organizations and for-profit entities in addressing the many health needs of people in developing countries. The project focuses on increasing availability, improving quality, and expanding coverage of essential health products and services in family planning and reproductive health, maternal and child health, and HIV/AIDS prevention and care through the private sector.
