Dear Colleagues,
It is my pleasure to announce another global priority bid win.
IHD Wins Public Sector Systems Strengthening (PS3) Contract
The United States Agency for International Development (USAID) has awarded Abt Associates a contract to manage and implement Public Sector Systems Strengthening (PS3), a project that aims to support the Government of Tanzania (GOT) to strengthen the public system to promote the delivery, quality, and use of services, particularly for underserved populations.
Under this contract, Abt will strengthen overall health care systems, inclusive of GOT and USAID priority programs, and will also focus on key multi-sectoral components of Tanzania’s local government systems, including education and agriculture to promote inclusive and evidenced based planning, management, and implementation of services.
PS3 will address five key components including: Governance and Citizen Engagement to strengthen national and local levels to use resources transparently and enable citizen engagement in planning and monitoring of resources; Human Resources to improve equity in the distribution for effective service delivery to the most vulnerable populations; Finance to increase resources for services that deliver public goods, as well as improve the use of funds in terms of effectiveness, efficiency and value for money; Information Systems to strengthen data use among local stakeholders; and Operations Research to conduct small-scale studies that will be used to addresses barriers and provide data for project innovations.
PS3 is a five year project, valued at just under $62 million. Abt secured PS3 despite strong competition from a wide array of tenderers. Of our seven subcontracting partners, four are local Tanzanian organizations, contributing to Abt’s priority to foster country ownership and sustainability. Our US based partners include, Broad Branch, IntraHealth and Urban Institute.
Congratulations to the entire PS3 proposal team for securing this global priority bid, including Rebecca Patsika (technical lead), Beth Tomala (proposal coster), Kristine Grillo (proposal manager), Grace Chee and Debbie Ventimiglia (lead writers), Denise Jacobson, Sarah Dominis, Melinda Ojermark, Stephen Musau, Jessica Erbacher, Christine Potts, Kerry DeSomma (section writers), as well as to the many others who made significant contributions including, Peter Kilima, Sheila O’Dougherty, Conrad Mbuya, Tim Irgens, Francis Okello, Lowrey Redmond, Ellen Pierce, Lisa Nichols, Ricky Merino and the Creative Services formatting team. A special thanks also goes to Margarita Fernandez, Pat Poulton, Susan Scribner, Anna Rose, Krista Pages, Lee Howard, Suraiya Bari and Rebecca Rishty.
Best,
Jay
