It is my pleasure to announce another global priority bid win.
USH Wins Key IDIQ for Research, Measurement, Assessment, Design and Analysis from Centers for Medicare & Medicaid Services
The Centers for Medicare & Medicaid Services (CMS) has awarded Abt a new five-year IDIQ contract—Research, Measurement, Assessment, Design and Analysis (RMADA)—to support the agency’s implementation of broad analytic support and technical assistances activities to meet the challenges of the Patient Protection and Affordable Care Act (ACA). This contract began on July 7, 2014 and is a multiple-award IDIQ vehicle with a total ceiling of $7 billion.
Under this contract, Abt will use our capabilities and capacity to innovatively conduct and manage multiple research activities and demonstrations that affect Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), and uninsured populations. Abt will aid CMS in furthering the research and methods goals of the Center for Medicare and Medicaid Innovation (CMMI). CMMI was established with the charge to “test innovative payment and service delivery models…while preserving or enhancing the quality of care.”
RMADA task orders will involve the design, implementation and evaluation of a broad range of research and/or payment and service delivery models to test their potential for reducing expenditures while maintaining or improving quality of care. With this charge, Abt will respond to task orders requiring rapid start-up, rapid cycle feedback, and the ability to navigate and plan for operational, contractual, and financial systems, information technology, and other activities to take an innovative model to national scale.
In addition to close collaboration with the Client Technology Center (CTC) and Abt SRBI, our subcontracting partners include Axiom Corporation, Balit Health Purchasing, Center for Health Design, IBM, Kairos Consulting, KNG Health Consulting, L&M Policy Research, MacColl Center, Milliman, Professional and Scientific Associates, Stratis Health, Wisconsin Collaborative for Healthcare Quality, and Xerox State Healthcare. According to Terry Moore, vice president of the U.S. Health Division’s Health Policy (HPOL) practice, “This contract vehicle will allow HPOL to continue our longstanding work with CMS on Medicare payment and service delivery evaluations, and to engage in ACA-mandated reforms.” Terry also noted that “The IDIQ furthers HPOL’s accelerated market plan which includes expanding Abt’s CMS footprint.”
Congratulations to the entire proposal team including technical leads Terry Moore, Donna Hurd, and Alan White. Other key staff include proposal coordinator Laura Goodman, business volume manager Rosanna Bertrand, FCAs Brad Longman and Ofelia Dockery who contributed to the Abt Team’s winning proposal effort. Sue Camaione served as the GBDU proposal manager.
