It is my pleasure to announce another global priority bid win.
Abt Awarded the National Evaluation Contract in Support of the FY 2013 Cohort of Recipients of Investing in Innovation (i3) Program Grants
The U.S. Department of Education has awarded Abt Associates a six-year, $4.5 million contract, if all option periods are exercised, to conduct the National Evaluation of Investing in Innovation (NEi3) with the recently awarded FY 2013 cohort of 25 grantees. To date, the i3 program has awarded over a billion dollars to 117 grantees to fund the implementation and evaluation of a wide range of interventions aimed at improving student outcomes.
This win expands Abt’s ongoing work on the NEi3 to a little more than $22 million over almost nine and a half years. The NEi3 has two broad goals: 1) to provide technical assistance to ensure that independent evaluations funded by i3 grants are well-designed and well-implemented, and 2) to summarize the evaluations’ individual and collective strength of evidence and findings.
The scope of work is well-known to Abt’s Education practice, and especially longtime Project Director, Dr. Beth Boulay. Under Beth’s leadership, Abt has conducted this work since 2010. The first cohort of grantees is now in the fourth year of the grants, and is poised to produce evidence of the effectiveness of the funded interventions in the coming year. Abt will review the strength of that evidence, and will produce reports that will summarize the findings for a wide range of stakeholders.

Our work is helping ensure this investment generates high-quality evidence on which policymakers and school administrators can make informed decisions about how to best educate our students,” said Beth Boulay, Principal Associate and Project Director of the NEi3.
There are many contributors to the ongoing success of our conduct of the NEi3, including our partners: Dillon-Goodson Research Associates, Chesapeake Research Associates, ANALYTICA, Century Analytics, Westat, and American Institutes of Research. Congratulations to the entire capture and proposal team, led by Dr. Beth Boulay (Technical Lead), Rick Tessier (Proposal Manager), and Wendy Sanderson (Business Volume Manager and pricing lead), for winning this most recent component of the NEi3.
