HFG Project Director

Abt Associates seeks a Project Director to lead all aspects of the five-year, $199 million USAID-funded Health Finance and Governance (HFG) Project, including provision of cutting-edge technical leadership in a multi-country setting. The Director will manage a project with approximately 100 home office staff and 11 country offices, ensure highest quality results, including communication of results and integration of results into other global health programs (e.g. EPCMD), and guarantee excellent client relationships within USAID/Washington, USAID missions, partners ,and all other stakeholders.  The Director will work with senior staff to develop and implement a clear and compelling direction for the project.  S/he will lead any business development and proposal efforts, manage client relations, and work with senior staff to ensure the successful implementation. 

 

Responsibilities include, but are not limited to:

 

•     HFG project leadership: Work with senior staff to develop and implement a long-term vision and strategy. Anticipate staffing needs and recruit senior and mid-level hires.  Mentor senior staff to become both internally- and externally- visible leaders.

•     Project and contract oversight: Conduct regular contract reviews. Engage senior project management and their teams on an ongoing basis to ensure high quality work products, client satisfaction, contract compliance, and attainment of financial goals

•     External visibility: Oversee strategic business development activities within International Health Division.  Work with division management and senior staff to promote Abt’s work and reputation in health systems strengthening, health systems support, and health systems management.

 

Key Roles & Responsibilities

 

Ensure that the 26 country field and core programs (200+ activities) under HFG are effectively producing high quality results that clearly contribute to increase the use of priority health care services around the world. Ensure full compliance with all USAID regulations and Abt policies, while also ensuring highest value for money. This includes, but is not limited to, the following key areas of leadership and management:

 

Technical Leadership

Proven thought leader in Health Finance or Governance, with clear recognition in the global health arena; someone who can stand “shoulder to shoulder” with recognized leaders on the global health and health system strengthening field.

 

Strategic Direction and Planning

Provide strategic leadership informed by USAID and country priorities; and carry out the vision and implementation priorities for the last half of HFG. Provide technical and managerial support and guidance to ensure clear and measurable results that lead to improved health outcomes in HFG countries by the end of the five year project.  Ensure that the HFG project results are disseminated for other global health experts around the world to use and build upon. Contribute to divisional business planning and decision-making.

 

Management, Implementation and Technical Expertise

Oversee and manage this particularly complex and large project with primary responsibility for client relations (40 clients as of July 2015), ensuring project results, reporting, and communication needs are met.

 

Documentation, Learning and Sharing

Work closely with the M&E Manager to oversee the use of streamlined the Project’s monitoring and evaluation (M&E) system that captures activity results according to HFG’s four Intermediate Results. These activity results and progress towards meeting the four Intermediate Results are reported to USAID on a quarterly basis.

 

Operational and Financial Compliance

Guarantee that all HFG project financial systems are compliant with the Cooperative Agreement and Abt Associates requirements, including regular ETC projections, SF425 reports to USAID and that all cost share is accurately captured and reported and ultimately meets the Cooperative Agreement 5% requirement.

 

Qualifications

 

        Advanced degree(s) in relevant health technical area plus fifteen (15) years of work experience in health finance or governance, preferably both.

        Minimum fifteen (15) years’ experience overall, including leading, managing, and implementing one or more international projects, preferably of similar size and scope to HFG.

        At least five (5) years of professional experience in a developing country context, in one or more of the following areas: health finance, health governance, global development issues that are related to health systems strengthening.

        Proven thought leader in health finance or governance, with clear recognition in the global health arena; can stand “shoulder to shoulder” with recognized leaders on the global health/health system strengthening field.

        Professional experience interacting with government and non-government organizations, including the private sector, in developing countries.

        Experience working in partnership with U.S. Government agencies and multilateral donors.

        Strong written and oral communication skills.

        Ability to travel internationally as needed.

        Self-aware, caring, and compassionate.
