The Project that lead to the Tool’s development:

For the Uganda Indoor Residual Spraying (IRS) 2 Project, our team had to figure out how to transfer the capacity to conduct indoor residual spraying (IRS) to the ministry of health (MOH). The first step was measuring the capacity for this transfer. Measuring capacity is challenging, especially in the context of IRS, which includes areas ranging from behavior change to entomology and project management.

 

The tool:

We used a human-centered design approach, meeting with the senior management team to understand their understanding of what full capacity transfer to the MOH  by project area would look like. We then, after many iterations, developed a total of 27 indicators across the many project areas to reach capacity. Two further steps created the dashboard tool:

(1) developing an excel tool to aggregate the data, and

(2) linking the results to Tableau, a data visualization software.

In this talk, we will look at data from the first round of data collection from June 2013.

 

The applications:

This approach is project agnostic - any project can use stakeholder interviews and guided discussions as a forum to create quantitative indicators for a dashboard.

Shalu  has been at Abt for three years, working on mhealth, NGO strengthening and data visualization activities. She will be taking a one year fellowship at IDEO.org to gain expertise in human centered design and developing products and services for the poor.
