Developing a Compliance Matrix—Your Proposal’s Blueprint

 

It’s been eight weeks since the launch of the BD Help Desk, and one of our most requested services is assistance with compliance. The specific requests have run the gamut—from developing a compliance matrix for new proposal managers, to reviewing an RFP and compliance matrix and giving feedback to junior- and senior-level PMs, to identifying and ironing out late-in-the-process compliance issues that weren’t captured in the matrix.

 

GBDU recommends that every proposal, no matter the bid size, needs a compliance matrix—a living document that captures all solicitation requirements and evaluation criteria. We then use this living document throughout proposal development to: (1) constantly refer to the requirements now organized and user-friendly (friendlier than the RFP), (2) build an outline that guides proposal writing, (3) give Abt reviewers easy-to-read information about what the client’s review panel expects, and (4) check off that we’ve responded to every requirement to ensure a compliant submission. And remember, you must update this “living document,” for example, to reflect any changes due to amendments or responses to questions.
