The changes associated with the shift to the digital economy and greater automation present a number of challenges for social security systems. Transformed labour markets are perceived to present risks for the financial and political sustainability and adequacy of some social security programmes. However, the overall outcome of the shift to the digital economy for the design of social security systems will most likely be characterized both by continuity and change.

Across 2016–2019, the member institutions of the International Social Security Association (ISSA) were asked to provide input concerning their assessment of the challenges confronting social security in respect of the emerging digital economy. This International Social Security Review special issue has been prepared to better inform this important debate.

First published in 1948, the International Social Security Review is the principal international quarterly publication in the field of social security.
